The Western United States Agricultural Trade Association (WUSATA) is looking for a dynamic and confident Program Director to lead out their FundMatch program. WUSATA is a non-profit trade association whose mission is to increase international growth of western agribusiness by providing financial support, export readiness and business development services to companies located in the thirteen Western United States, Guam, and the Commonwealth of the Northern Mariana Islands. They achieve organizational excellence through efficient and effective people, systems, and processes.
Reporting to the Deputy Director, the Program Director of FundMatch Claims and Export Readiness directs, administers, and manages all aspects of the FundMatch and Export Readiness program by developing and implementing program initiatives, projects, policies, and procedures consistent with federal, state and company regulation and policy.
Key Responsibilities:
- Consistently manage and administer program in accordance with federal funding regulations and internal company policies
- Manage FundMatch claims applications, contracting and allocation of program budget for participating companies
- Manage and own Unified Export Strategy (UES) ensuring the delivery of activities for the ER program in the UES from project management, quality assurance, on time and within budget, in accordance with the program strategy, plan and program federal regulations
- Manage all program contributions
- Develop framework for export readiness program in collaboration with members, participants, and cross functional leaders
- Coordinate with the Global Connect Program Director when engaging with in market retainer contractors
- Manage contracting with third party providers including RFPs, ensure they meet approved contacting guidelines
- Coordinate the annual preparation, and submission of Unified Export Strategy (UES) application for assigned programs
- Prepare and submit timely and accurate reports to meet federal funding requirements
- Support team on annual compliance review and financial audit
- Track, monitor, and report out on program results, funding utilization and other program initiatives
- Provide leadership and oversight of daily operations of assigned programs, including integration of best practices and evaluation of program services
- Manage continuous improvement and performance evaluation processes, including goal setting, annual reviews, and professional development of direct reports
- Manage the hiring, training, and retention activities and initiatives
- Integrate best practices into day-to-day program operations
- Ensure effective quality assurance and overall integrity of the program
- Work collaboratively with other directors and leadership members to ensure fully integrated programs for all company participants receiving services through WUSATA
- Manage, research, and maintain budgets for activities within the assigned program; administer approved budgets and direct preparation and maintenance of detailed and comprehensive reports, records, and files supporting program operations and activities
- Support planning and execution of organizations strategic planning and member meetings
- Take the initiative in thought leadership, innovation, and creativity
- Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, consultations with company participants, member states and territories, and other third-party partners
- Develop and maintain strong relationships with internal and external customers to promote quality, consistency, and efficiency in WUSATA operations

- Considerable expertise in establishing and operating all aspects of program management including planning, organizing, tracking, measuring, evaluating, and executing.

- Ability to conduct research and present data in a clear and persuasive manner
- Ability to compose and present comprehensive reports
- Strong analytical and data analysis skills

- Requires the ability to travel overnight both domestically and internationally up to 15%
Supportive Functions:
In addition to performance of the essential functions, this position may be required to perform a combination of supportive functions as other duties assigned, with the percentage of time performing each function to be solely determined by the department leader based upon the requirements of WUSATA.
Other Duties:
Positively contribute to WUSATA culture through understanding, supporting, and participating in the company mission, vision, and values. Demonstrate working knowledge of the service standards. Regular attendance in conformance with the standards, which may be established by WUSATA from time to time, is essential to the successful performance of this position.
Minimum Qualifications:
- Bachelor’s degree and 5-7 years of experience in non-profit, project management, program management or related field; 2 years additional relevant experience may be substituted for degree
- Minimum of two years of experience managing direct reports
- Demonstrated history of strong project management and organizational skills; ability to independently manage and prioritize multiple projects and tasks with exceptional attention to detail
- Demonstrated strength in team management; passion for supporting and developing staff; strong ability to motivate team members and assess performance
- Demonstrated interpersonal skills; ability to cultivate professionally collaborative relationships at all levels, from direct reports to members of the board
- Ability to work independently and maintain “big picture” perspective
- Hybrid work schedule - four days in the Vancouver, WA office required, one day remote

Compensation Range Based on Experience:
This position is exempt with a wage band ranging from $80,000 to $105,000 per year.
