ENGINEERING TECHNICIAN I-II
Engineering Technician I: $57,481 - $77,043
Engineering Technician II: $66,103 - $88,598

The Public Works Department is currently looking for a motivated individual to join the Operations and Maintenance Division and encourages those with relevant professional experience to apply!

The Operations and Maintenance Division is responsible for maintenance functions in Public Works associated with streets and drainage. This includes pavement management, surface treatments, ADA improvements, sidewalks and coordinating with other City departments, consultants, and outside agencies.

The ideal candidate will have knowledge of general engineering principles and standards, the ability to analyze data to make intelligent assessments and the ability to learn quickly in a supportive environment. Although not necessary, experience with project inspection, data collection, field investigations and work experience as a Public Works employee would be beneficial. To be successful in this position, strong judgement and prioritization skills are essential.

Representative Duties

SUMMARY DESCRIPTION
Under general supervision, performs a variety of technical field and office engineering work including drafting, surveying, mapping and related engineering support activities; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

ENGINEERING TECHNICIAN I is the entry-level classification in the Engineering Technician series. Initially under supervision, incumbents perform more routine assigned tasks while learning related policies, and procedures related to the department, division or program assigned. Engineering Technician I is distinguished from the Engineering Technician II classification by the level of supervision and performance of less than the full range of duties assigned to the Engineering Technician II. As experience is gained, there is a greater independence of action within established guidelines.

ENGINEERING TECHNICIAN II is an experienced journey-level classification in the Engineering Technician series. Incumbents are expected to independently perform the full scope of technical engineering support duties. Positions in this class are flexibly staffed and are normally filled by advancement from level I once the incumbent meets the qualification standards of level II, demonstrates an ability to perform the full scope of work and meets performance expectations. Incumbents are not automatically promoted to the higher level; the needs of the department determine the level of assignment.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


  • Prepares, updates, and revises engineering maps and drawings related to a variety of public works and capital improvement projects; performs preliminary engineering design work and calculations, including preparation of plans, charts, diagrams, graphs, tables, and sketches.
  • Uses various mathematical calculations in the performance of technical engineering duties; identifies and locates utilities, easements, property lines from engineering plans.
  • Checks calculations and estimates used in the design and projection of various maps including parcel maps, subdivision maps, and City maps; maintains map record files of properties and improvements; prepares, issues, tracks, and files encroachment and grading permits.
  • Calculates quantities and cost estimates for assigned public works construction projects; obtains vendor/contractor price quotes, produces requisitions, and signs off on purchase orders for equipment, materials and supplies related to work assignment.
  • Performs field work including surveying and staking of in-house projects using a variety of technical survey equipment; reduces field survey notes and computer traverses, grades, closures, distances and areas for office use.
  • Conducts traffic and parking surveys, compiles and tabulates information and produces traffic count reports; maintains related reports and files; assists in developing striping, signage and/or detour plans related to traffic flow and control; makes recommendations regarding traffic control devices.
  • Files and retrieves engineering and related plans, maps, exhibits and various documents; updates files and maintains document reference and retrieval systems.
  • Provides internal and external customers with information, such as legal descriptions of parcels, address verification, property ownership, assessor's parcel numbers, zoning designations, easements, flood zone designations, public right-of-way, property jurisdiction and assessment districts.
  • Builds and maintains positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
  • Performs related duties as required.

Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

  • Terminology, methods, practices and techniques used in sub-professional engineering work, including drafting, surveying, and mapping.
  • Scale representation on maps.
  • Applicable equipment and instruments used in drafting, surveying, and mapping.
  • English usage, spelling, punctuation, and grammar.
  • Methods and techniques used in customer service and public relations.
  • Principles and practices of algebra, geometry and trigonometry as applied to the computation of angles, areas, distances and traverses.
  • Policies and regulations related to construction, extension, and maintenance of a variety of public works systems and facilities.
  • Principles and practices of technical report writing and data presentation.
  • Survey and audit techniques and practices related to area of assignment.
  • Applicable equipment and instruments used in area of assignment.
  • Engineering maps and records.
  • Construction materials and methods.
  • Principles and procedures of record keeping.
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • Occupational hazards and standard safety practices.
Ability to:
  • Perform a variety of technical office and field engineering work involving, drafting, surveying, and mapping.
  • Reduce, interpret and apply field notes in performing drafting work.
  • Use CAD (Computer Aided Drafting), GIS (Geographic Information Systems), and GPS (Global Positioning System) and other computer applications related to technical engineering work.
  • Apply map scale representation related to engineering design and construction.
  • Perform mathematical calculations with speed and accuracy.
  • Reduce, interpret and apply field notes in performing drafting work.
  • Compile and analyze technical information; problem-solve complicated engineering issues and identify alternatives and make related recommendations.
  • Assess vendor/contractor services, related equipment, and associated costs.
  • Perform engineering and mathematical calculations with speed and accuracy.
  • Perform database management tasks related to area of assignment.
  • Use and care for instruments, tools, equipment, and software related to area of assignment.
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
  • Plan and organize work to meet changing priorities and deadlines.
  • Effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit.
  • Work cooperatively with other departments, City officials, and outside agencies.
  • Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Engineering Technician I:
Education/Training:
Equivalent to completion of an Associate's degree, with course work in mathematics, drafting, CAD, GPS, GIS, database management or a related field.
Experience:
One year of engineering related experience preferred.

Engineering Technician II:
Education/Training:
Equivalent to completion of an Associate's degree, with course work in mathematics, drafting, CAD, GPS, GIS, database management or a related field.

Experience:
Two years of responsible professional level experience performing duties similar to that of an Engineering Technician I with the City of Elk Grove.

License or Certificate:
Possession of an appropriate, valid driver's license.
