Position Summary
Oversees the receipt, storage and shipment of bulk petroleum products; ensures compliance with all regulatory requirements; ensures terminal is operating in accordance with all safety regulations and company defined policies and procedures.
Responsibilities

Serves as second level of management at terminal facility; acts as Manager in Terminal Managers absence; assists Terminal Manager in oversight of routine maintenance and contractors to ensure projects are completed according to the defined scope.

Assists in managing all operations at terminal; ensures daily activities are conducted in accordance with established company policy; ensures all terminal systems are functioning in accordance with design specifications; ensures performance of contractors with respect to project timelines, budget and quality of work.

Ensures facility operates in accordance with prescribed company procedure and governmental regulations; provides supervision and direction to the Terminal Operators as appropriate; ensure timely completion of projects within budget.

Understands and complies with all OSHA and environmental rules and regulations; reacts according to defined emergency response procedures assisting in completing all required notifications to various governmental agencies within appropriate timelines and complete follow up documentation; establishes and maintains a culture that promotes continued safe operations.

Continuously monitors all aspects of facility operations keeping regulatory situations in mind; keeps abreast of environmental rules, regulations and company directives; responsible for ongoing training and safety exposures that involve terminal operations and personnel; have knowledge of all emergency procedures

Ensures facility operation free of punitive assessments on the part of regulatory agencies as well as incident free performance from a safety perspective.

Provides supervision and direction to the Terminal Operators as appropriate; provides recommendations to the manager with regards to performance related matters, as well as hiring and termination related decisions. Leads by example and maintains a positive attitude.

Manages schedules of Terminal Operators; manages performance of Terminal Operators in accordance with collective bargaining agreement.

Monitors the inventory control system to ensure accurate inventory records are maintained, support customers and drivers to ensure they have authorized access to product at the load rack, update driver and customer information in system as needed, getting access to system as needed; escalates issues to manager as appropriate.

Maintains an awareness of inventory levels and the reconciliation of that inventory on a daily basis to ensure that all product receipts and withdrawals are correctly accounted for. As issues are identified, research cause and effectively resolve issues.

Ensures Terminal operates within acceptable guidelines from a product gain / loss perspective.

Provides reports to Terminal Manager as needed.

Handles all ad hoc reporting requests.
Qualifications

High School or Trade School Diploma required

Associate’s of Bachelor’s degree preferred

Minimum of 3 years in petroleum terminal operations and/or distribution.

Proficiency in MS Office & Excel.

Engineering or other technical background preferred

Excellent verbal and written skills.

Ability to lead and provide direction and guidance in emergency situations.

Must have or be able to obtain a Transportation Worker Identification Card (TWIC)
