Full Time | Permanent

Salary Range: $88,248 – $118,716 Annually*

Are you a collaboration focused leader who has a desire to support overall business needs in the Microsoft D365 area for a large agency? If so, the Product Line Owner – Microsoft D365 (IT Policy Planning Senior Specialist) with the Washington State Department of Corrections may be your next career move! The goal of this role is to focus on project and product management,
implementation, and support for business teams to ensure development of agency wide priorities.

In this role, you will collaborate with IT Developers, Vendors, Testers, Business Analysts, and DOC business areas to meet the agency’s D365 enhancement needs. Throughout the Agile process, the Product Line Owner provides professional consultation regarding enhancements to D365, ensuring the analysis, design, development, programming, quality assurance, troubleshooting, and/or problem resolution tasks are utilized appropriately.

In addition, you will partner with the Product Line Manager, other Product Line Owners, and business stakeholders in all areas across DOC to identify, analyze, plan, prioritize, and deliver IT solutions to meet DOC’s strategic objectives, as well as legislative mandates.

The candidate of choice will need to anticipate and understand customer needs, envision the product, and communicate the vision to the development team. We are searching for an outgoing individual who can make decisions that will guide the product’s progress and manage the team toward success.

Duties

As a Product Line Owner, some of your duties will include:
  • Managing and scheduling D365 development work from the Business Collaboration Committee (BCC), IT Governance Board (ITGB), and IT Operations to include:
    • Participating with other IT specialists in root cause analysis
    • Leading the D365 sprint prioritization
    • Engaging with business areas at least monthly
    • Facilitating prioritization of user stories
    • Utilizing the BCC and/or ITGB outputs to set the scope for D365 application releases
  • Communicating effectively with DOC system users, technical staff, contractors, and vendors including:
    • Providing customers information in ‘plain talk’ narratives for system updates involving enhancements to D365
    • Providing consultation to the Business Analysts (BA) in development and creation of System Help Articles
    • Ensuring timely and productive communication occurs between stakeholders
    • Communicating status updates and monthly summaries that communicate customer needs, release features, registry data, upcoming work

Qualifications

What we need (required qualifications):
  • Bachelor’s degree in Computer Science or closely related field*
AND
  • Five (5) years of information technology experience in any of the following areas:
    • Analyzing systems and data
    • Consulting and providing customer
    • End user or technical support for enterprise applications
    • Facilitating large groups of people
    • Participating with design documentation or user acceptance testing
AND
  • Five (5) years’ experience in Corrections, Business Analysis, or Product Line Management, demonstrating the ability to plan and manage time effectively by identifying and handling competing priorities professionally
  • Makes effective decisions within short timeframes, taking appropriate action to ensure continued delivery of services
  • Possess strong verbal and written communication skills and be able to bridge the gap between technical and business requirements.
    • Experience may substitute year for year for post-secondary education.
What will make your application stand out (preferred qualifications):
  • Experience developing and maintaining processes to support SDLC roadmap, prioritization of Agile backlog, as well as prioritization across multiple input sources (such as defects, business feature enhancements, urgent external demands, infrastructure performance and stability, and lifecycle management of a tools suite).
  • Knowledge and experience using Azure DevOps (ADO), Easy Vista, VISIO, SnagIt, SharePoint, and Microsoft Office Suite Software.
  • Project Management Experience/Certifications

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
